From what I have seen at the meetings, not much. Their powers are limited by the bylaws and they were written in different times when people cared. I know that they do serve notices and will eventually come in and cut the front yard, but it takes time.

Perhaps the bylaws could be changed, but it will take some doing. There is a large percentage of homeowners that have to vote for a change and at the last meeting there was only one home owner present.

Maybe the board or PMI can comment.

What can the association and property management company do to combat the unsightly mess accompanied by some of the for-sale or foreclosed properties in the neighborhood? We have pools that are black and green that are home to growing mosquito populations and are filled with frogs and tadpoles. We have overgrown lots and garage doors that have fallen off their hinges. They are an ugly sight to look at and they bring all of our property values down. In an era when property values are as low as what they are, we don't need these eyesores to make it even worse. What tools are in place for either group to help kick either the banks or the real estate companies in the back side? This is something that has been going on for some time now, and is only getting worse.
